I actually found this under the windsheild wiper after a year and a half. I have an intermittent CEL for the O2 but thats it..

 

What year accord is this? 4 or 6 cylinder?

It looks like a harness that would connect to an O2 sensor on the left end. It may be left over from some previous repair. Follow the wires to your O2 sensor to see if that harness was replaced.
