Cheapest mod that will improve throttle response: Remove the intake resonator that is in your bumper and get a K&N oiled drop in filter.
Next cheapest: Ebay/BOMZ SRI with a K&N oiled filter
Next: Lightened crank pulley. Underdriven or not. I had the underdriven 3 pulley set and never had any issues.

Cat-back: The B-pipe is the biggest restriction. I had thought of reducing to 1 muffler to improve low-rpm torque also, good idea.
Headers: Good gain on the V6. I/H/E/P will make the rpms rise and fall much quicker. Not so much a peak HP/tq gain as a gain in the area under the curve ..... where your acceleration comes from.
After all of the above, buy my dyno-tuned V-AFC2 controller. It was tuned for my 2000 V6 with I/H/E/P. The biggest benefit of the controller is the VTEC control. I had it set to engage at 3000 or 3200 and disengage at 2800 rpms. In addition, whenever I hit the gas past 65% VTEC would engage regardless of the rpms.

On the V6, it looks a little different, but it does the same thing. On the 6, it is inside the driver's side bumper in the corner. The filter box pulls its air from below ..... the resonator. The resonator then has a snorkel that pulls its air from behind the driver's side headlight. Without the resonator, the stock filter box pulls its air from the CAI location.
