You don't have to worry about CARB compliant as you are in VA. CARB is California Air Resource Board, where they are very strict on emissions (I live in California.)

A lot of universals just require some welding, which many independent muffler shop will do for not too much money. I am not referring to the chain muffler shops. When I used independent muffler shops before, I usually was able to talk the sole person there to do things for a low price; I just paid them cash.
