Power steering lose at low speed.

Default Power steering lose at low speed.

I have a 1991 accord and the power steering drops out at low speed at times. I also notice the fluid comes out of the reservoir at times and looks foamy. Is it the rack or a bad pump. Also.. what is the component on the trans that power steering lines go to?

Foamy PS fluid is usually caused by air leaking in on suction side of the PS pump. There is an oring on the pump inlet fitting that is most frequent source of leak. Try replacing that oring.
