Default Repairing rear defroster conductor lines?

My rear defroster doesn't defrost all the way anymore, and I was wondering, how do I repair the conductor lines?

If a couple lines are broken, Ive seen repair kits that are basically a special electrical-conductive PAINT that you use on the lines.

If the whole thing doesnt heat up properly, then maybe its the timer-relay shutting off too soon or some other problem in the circuits of the car.
