Default Strange rear brake noise on 02 Accord

Hey everyone. I 'm new here and was hoping some of you gurus might be able to help me out. I've been doing my own maintenance on my cars as long as I've been driving, but am currently stumped. Here goes...

I bought all new Wagner drums, Wagner thermo quiet shoes, and parts kit for my car. Put everything together, no problems. However when I come to the last portion of a stop (say 30mph down to 0) my back brakes (I think) are making this rapid clunk, clunk, clunking. It definitely coincides with the rotation of the wheel which makes me think its not suspension related. It's hard to describe but it's almost as if there is a binding between the shoes and the drum. I completely tore everything back down, adjusted them, cleaned everything, etc. Finally I chalked it up to maybe bad shoes or drums. Returned them all for replacement, did it ALL over again. Same problem! I had a little too much slack in my parking brake so I adjusted them out again until there was a slight drag between the drum and shoes, but still no go. Has anyone seen or heard of this?

No oils, grease or brake fluid on the "lining" of the shoes....correct.

Did you lube the "backing plate" where the side of the shoe contacts it.
