also you might be experiencing what is called torque converter hunting.........
make sure that the throttle cable adjustment going to the tranny is correct

If the idle screw is maxed out, and your idle is still low, then not enough air is getting to the intake.
Is your air filter clean? You can take off the idle control valve and clean that out. There is a screen on there that can have carbon buildup on there. Try not to douse the IAC, just spray through the screen and allow to flow out.
Cleaning the throttle plate (both sides) with a toothbrush can also help with strange idle problems.

my filter is fairly clean
i cleaned my throttle body and throttle plate recently, but i dont think i cleanned it all the way, because if i had taken it apart, it would have been better. it's ok thought, because i might get an h23 throttle body soon
where is the idle control valve?
is that the same as the fast idle valve?
and i think that the problem might be from the idle speed control, because my idles are weird alot
sometimes it will idle low, then sometimes it will idle perfect. and other times it will idle high or surge.

Its on the front of the resonance chamber. If you go to a site like www.hondapartsdeals.com and look up parts for your car its under engine, throttle body. Its called 015 VALVE ASSY., ELECTRONIC AIR CONTROL
