Don't modify the wiring like that. Your lights will be on all the time.
Which connector did you unplug at the steering column? Was the the connector that plugs into the headlight switch?
You also have some other lighting issues, so you might want to follow the red/blk wire from the steering column to the dimmer switch.

It was the connector to the headlight switch and it didn’t work when I tried connecting it to the dimmer switch. And none of the black and red wires have power in that area, on the steering wheel and the dimmer switch

There was only 1 in the middle, but I checked the fuse box again to see if I blew one and I didn’t but I decided to take the dimmer relay out, and i noticed some discoloration on some of the pins

This is where a 12V test light might help. It is possible that you have corrosion on the red/grn wire at the connector at the fuse box or some issue internally at the fuse box.
12V on a multimeter only means that the wire isn't completely broken, but the wiring might be damaged/poor connection where it can't carry the current needed.
A test light connected to ground then testing for power at the red/grn wire at the headlight switch, will tell you the wire can handle enough current if the test light bulb lights up.
BTW, the red/blk wires also feeds the taillights that are not working. Just found the wiring for that circuit in the shop manual. Once you resolve this issue, your tail lights should also work.

I’ll buy a 12v test lest and test if it is working, and if not what would my step be then, to do something in the fuse box, and if I go to a junkyard what should I look for to be able to get some of this stuff working
