It could be a the wire going to the temp gauge is grounded, or the engine coolant temperature sending unit is bad.
The sending unit is near the thermostat and has a YEL/GRN wire going to it on my 95. The resistance from the tip to engine ground should be 32-49 ohms when you are at operating temperature and around 142 when the engine is cold. An internal short in the sending unit could be causing your problem.
If you unplug the connection and your gauge should stays at the cold mark, then your wire isn't grounded between the sensor and the gauge.
