Default Timing a '94. Rebuilt engine

A couple months ago my 94 accord threw a timing belt and put a hole in one of the pistons. The local U-pick-it scored me a replacement engine for $150. I'm finishing up the rebuild now. Honed the cylinders, polished the crank journals, valve job, and fresh gaskets along with new rings and bearings.

At any rate, for the life of me, I cant figure out the timing marks on this beast. On the cam pulley, all I can find is an arrow on the inside of it [valve cover side]. If I move the cam so the arrow points straight up, the cam is in the firing position on the #1 piston... Is this my timing mark?

On the crank pulley, there are 2 dots, and one "mark" that might be a scratch, but then again, it might not be because it's really straight and kinda deep. One of the dots is larger than the other, but they dont seem to line up in any meaningful way. I cant get any of the dots to line up with the #1 piston at TDC. When the smaller dot is straight up, it's about 15* off TDC on the #1 piston. When the larger dot lines up with the oil pan rail, the #3 cylinder is about 20* off TDC.... At this point I'm thinking both the dots might be drilled at the factory to ballance the pully or crank.

What am I missing here?

Should I just rotate the crank until the #1 cyl is at TDC, rotate the cam till the arrow points straight up, and bolt it all together???
