Well, it's not so much like a GPS tracking device for law enforcement, etc. It's more for navigation.
From other Motorola info., it looks like it allows the user to integrate into a separate docking unit for the GPS unit and allows hook-up into the car's speakers, etc. and had possible link for cell calls.
