Not entirely. Remeber the turbocharger not only helps you in the HP department,but also alows more air travel through the engine, which in turn better mpg.
But like Live2rice said... Dont go Boosting down the street to your gf's house.

No .... the increase when not in boost is caused by the restriction of the turbo in the exhaust stream. I intentionally left out the word "backpressure" because while it best describs this effect, it is not really accurate. You need to understand flow regimes to really understand what is happening in the exhaust.
To learn a bit about how the turbo works and how you can stay out of boost, look up "turbo wastegate" and "turbo blow off valve" on Wikipedia. "Turbo boost controller" could help too after you understand the first 2 articles.
The only way that I know of to fix the wastegate open is to remove the spring which disables the turbo completely ...... it's a good way for a DIY installed system to get to the shop for it's tune ..... running NA, just with the turbo system bolted on.

If you have a good compression test, it will only shorten the life of the engine as long as it's well tuned. Maybe reducing it from a 350,000 mile lifetime to a 200,000 mile life. The engines aren't usually the reason for people getting rid of Hondas.
