When you buy a car out of state ........
.......can you get a plate for it right away if owner has title ?
I live in PA and am looking at one in Virgina to purchase.
OR .....must I pay it in full, he then sends title to me and I take it toanotary in PA, then get plate and go down and pick it up?

my friend is currently in the process of buying a car in Cali, and He paid him, then he sent him the title, and he got plates then is going to go pick it up.
You could just ask the owner if he wouldnt mind leaving his plates on it so you could drive it home.

In California the plates go with the car (unless personalized), it is the sellers responsibility to tell the state who bought the car and file a document with the state on the change of ownership. The new owner has to file one to receive a new California title, if the new owner does not want to register it in California then they must surrender the plates to receive a title in their state. I think the title fee is about $20 plus sales tax determined by the sellers statement of sale in the change of ownership document here in California. If the pink slip (California Title) is clear, your friend can simply submit it to their DMV with the California tags (plates). A clear title means the seller was both the legal and registered owner (no lien holders, etc.).

with arizona, you can purchase a 3 day tag for transporting a vehicle you just purchased. not sure what other states do, but with that tag and a signed title from the previous owner, you're good to go here.
