I just talked to my Honda guy. The Honda dealer can recallibrate the TPMS sensors to a new PSI setting. So you guys are correct. He said the new OEM sensors are set to go off below 10% of the rec. PSI setting on the door jam (and to go off no lower than 25psi). So if you want baseline to be set at a higher psi. See your dealer. It will probably cost an arm and a leg to do it.

Funny you should ask. I have a 2008 Accord and I am thinking of dumping my stock 17" wheels for the 16" wheels that youhave because mine has such a bumpy ride. I can honestly say I do not know if it is the wheels or the suspension. Corporate Honda refused to even give me some advice. How does yours' ride? Do you have the 4 cyl or 6 cyl? I am starting to see more complaints on the forums about the 2008 Accord's ride quality.
Mine has 17" wheels and P225/50 R17 93V tires

Not only is this going to cost a lot of $$$ but I doubt your Mom will like the ride with low profile tires one bit. The turning radius of the car is also going to increase which won't help at all in a parking lot. Do her a favor.....leave the tires and wheels alone and do something else for her.
